Cannot edit Manage Tax Condition Sets

Summary:

I am trying to move my taxes over to a different Tax Condition Set without having to start over with the whole setup. I followed the instructions I found in an Oracle Support article, but the edit button is still greyed out and the tax rules are saying they are disabled from front end but when querying are say they are still enabled. Can anyone help to see what I am doing wrong?

Manage Tax Rules > Unchecked the Enabled Flag

Shows as end dated

But when I query it still shows it as enabled:
