Global transfer does not transfer absence balance - instead plan is paid out as Final Disbursement

We have an absence plan which sometimes global transfers the balance to the new assignment, and other times does not. It seems that if there is a "Synchronization From Position" as update 1 of 2 for the employee and "Global Transfer" is update 2 of 2 for the employee, the balance is not transferred. Instead it is treated as a termination and the absence balance is paid out.

How can I make the global transfers move the absence balance to the new assignment (same plan)?

Both plans are for the same LDG
