Merge one time payment to a supplier

Summary:

PartyA has a one time payment but then, we decided to create a Supplier account for it, for confirmation if it is possible to merge PartyA to SupplierA that will be created? The purpose for this is to print 1099.

As per checking oracle docs, supplier merge is only for 2 existing suppliers that are classified as duplicate.
