DATA_TRANSFORMATION_STATUS stays in INITIALIZED status

Summary:

we uploaded few lines to vrm_source_doc_lines table in fusion for version update. the lines are staying in Initialized status even after Validate and Identify jobs were run. the Validate job ends in Warning with below error -

Exception: ORA-30926: unable to get a stable set of rows in the source tables
