Time Zone in the DateTime function

So when I select ET time on in user preferences, in the DateTime function the time zone returns as EDT. I have two questions for this.

  1. Will this automatically update to EST when the daylight savings is not in effect in winter.
  2. Is there a way to change it to ET instead of EDT or EST(if it changes to EST in winter)
