Employee information items in ellipsis is not showing up

I’m Looking for the privilege's or Duty role that grant access to display links from ellipsis next to the employee's picture (see attached).

I can view links for active employees but not for Terminated ones. I have tried adding seeded roles like Human Respource specalist, Human Resource analyst, Human Capital Management Application Administrator, but I still cant view the links. However, when I assign application implementation consultant role I can see the links. Attached is the image below
