due date notice of courses and specialisations

Summary: Hi to all,

our client asks us to create more than one label to highlight if the learning item (course or specialisation) is due within 3 days, 10 days and 15 days (look at the button in the picture below). Is it possible to create it also for learner and for Manager? If yes how?

Furthermore we would know what is the rule that makes appear the following pop-up button (the red button on the right), it appears only for required courses and specialization?:
