"Tax Exemption Certification Number" cannot be shown for withholding tax

When creating an AP invoice, "Tax Exemption Certification Number" can be shown as a separate column in "Manage Tax Details", however, there is no such an option for withholding tax. Is there any way to bring this column up for withholding tax? Thank you.
