Profile BIP_CLIENT_REFRESH_TIME_HCM is not working as Expected

Step1
Manage Administrator Profile Values
Search for Profile :BIP_CLIENT_REFRESH_TIME_HCM
Profile Value is 1440
Step2
we updated the profile value to 15 at Site level
Save the changes
Step3
After few minutes(after 2-5 mins) it resetting back to 1440
