Unable to send alerts to Learners

Hello,

Under the Mass Actions drop-down feature for courses on the learning admin side, the option to "Send Alerts" is broken. It allows for selecting recipients, but the second screen is blank. When I click on submit a process runs and it get's stuck in retrying phase, How can I resolve this issue?
