Required Learning assignment is not recognised voluntary assignment completion

Summary:

When we are assigning our compliance training using Required Initiatives we notice that anyone with a completion date via Voluntary Assignment type have a new status line created of "No Active Offering" - is there a way that their voluntary completion can be recognised - the course does not have a renewal period it is just Required

We are assigning compliance learning and some learners have been keen to complete the learning before it was assigned and have accessed the course and completed the self paced learning themselves. Now we have applied the Required Learning Initiative we can see that it has not recognised they have already done the course and assigned them a new requirement of "No Active Offering"
