Inactive resources listed in Manage Project Resources LOV

Summary:

Hi there,

When we try to add a resource to a project from the Manage Project Resources Page or add a member to a Program from the invite member page, we've observed that the HCM inactive resources are also showing up in the list & can be added in both cases.

Is this a standard behavior?
