How to assign training module using department Tree criteria in Learning Module

Do we have possibilities to allocate training module using Department Tree Level (without using OTBI) using Allocation Criteria/Person Criteria?

If any New starters join then Initiatives will pick up automatically if we use Allocation Criteria/Person Criteria using only Department and Job Title?
