Import Costs job running for long even for small number of transactions

We are submitting Import Costs job through our custom OIC integration to import miscellaneous expenditure batch in Project Costing. This job is taking around 25 minutes of time even for 15 to 20 lines. Has anyone faced this issue before? How can we improve the performance of this job?

The process is doing it's job but taking way more time than expected.
