Some job codes drop from report when I add minimum from grade rate value

Summary:

I have a report from Compensation - Workforce Assignment Salary Real Time. I added job code (filtered to included >0499), job name, FLSA status and it's working fine. I get all of the job codes I expect. Then I add grade rate value.minimum and some of my job codes drop from the report. Can anyone tell me why this is happening?
