How to default a value in Rounding Factor on BPA Line Details

We would like to default a static value in the Rounding Factor field on the BPA Line Details to .01 when creating a new line manually.

I have setup a sandbox to default .01 in the Rounding Factor field and I can see that value is displayed in the Rounding Factor field when I'm manually entering BPA Line Details.

However, after saving and submitting the BPA change order, I checked the backend table (in the database) and I am not seeing this value stored in the field. I am checking po_attribute_values.rounding_factor and the value of .01 is not stored so it appears my extension did not work.
