Redwood page actions dropdown showing inactive actions

Summary:

The redwood page actions dropdown has inactive actions listed. How to show only active actions? This is happening across all redwood pages wherever we have actions dropdown like Change Location, Change Assignment, Manager Change etc. The same behavior is happening for action reason code too.

Here, it seems like there are duplicate actions, however, one is inactive and one is active. We want to restrict the inactive actions from showing up in dropdown.
