"java.lang.NullPointerException" unable to add approval status for new commercial change order type

Summary:

Duplicate the seeded "Commerical Change Order".

In the "Copy Of Commercialization Change Order" under Workflow tab, when trying to add new status for Approval getting below error

java.lang.NullPointerException

Tried deploying item EFF with "Refresh and Deploy Offline" option. Logout and login. still getting the issue.
