Upcoming default MFA security change

Regarding OCI - Upcoming default MFA security change.
We are using Single-Sign-on to access My Apps. Will this upgrade force the users to use MFA Access whey want to access My Apps ?

In the documentation: 'Any users who aren't enrolled in MFA, will be forced to enroll for the phishing resistant factors when accessing My Profile and My Apps.'
