Managing Hierarchical List of Values in Oracle HCM

We have a client requirement to manage a hierarchical list of values at single field level in Global HR. The request is for more Business Use Cases.

For example one of the Business use case is for Skill and Qualifications, and more in details requirement is to have a single field like "Qualification or "certificates" where organize information related to educational degrees across three distinct hierarchical levels, similar to a tree structure. In the legacy as-is platform the solution is provided by a List of Values in form a navigable hierarchical tree with all the levels, and client want to maintain a similar solution avoiding split the information in more distinct "fields".
