how to Migrate DATA file (worker.dat) into UCM from external system

Summary: The Client want to have inbound integration- to import data from another application. The worker.dat is being generated from the application. The client want to automate the process of importing the data file(Worker.dat) into UCM but the client does not have Oracle Integration Cloud.

Please, is it possible to implement the above request without Oracle Integration Cloud (OIC)?
