Unable to select Procurement BU even after user having procuement agent acess

Summary:

Hi Team,
For a user, we have given procurement agent access till unable to get the value in LOV in Manage Orders.
While checking the issue I am able to see two records for user

To Inform, from above two users One is in Inactive and one is active — But both users are with same email.
Is this relevant to remove one user to get the LOV values ?
