Workbench layout display not viewing super compact for some users

Summary: Our shipment planners all use the same workbench. It seems that most of our users have the super compact layout display (which is our setting). Some users do not have the super compact workbench for whatever reason. And one user today reported he had view to super compact yesterday and today he no longer had that view. When I troubleshooted today, his layout display was blank. Are there any reported issues with this? We "never show" the navigation bar in logic configuration, so our users are not actively changing this layout display value.
