Challenge Others option is not available in the 3 dots of Wellness goals

Does anyone know how to use the "Challenge Others" action, which should appear in the 3 dots of the wellness goal that was added as my goal? I entered via page composer, and saw that there is the "Challenge Others" action, but even though it is visible, it does not appear on the screen.
