Approvals when employees are importing skills from linkedin

When an employee imports skills from Linkedin to Talent Profile, are there are approvals that can be configured to validate the skills?

Please note that the environment is not having ORC implemented. Can we still go ahead and activate RSC to import the skills into talent profile?
