how to restrict HR approval when mandatory fields are not filled in resignation

Hi,

When an employee submits resignation and it goes to approval of HR.

HR receives the notification opens it and need to edit the request, fill in a mandatory field (Regrettable or Non Regrettable) and then submit the request for next approval.

Here when HR approves the request directly without editing the request, it gets approved without any error.

Can any validation be set here to restrict HR approving the request without entering the field(Regrettable or Non Regrettable)

Please guide me if anyone has solution?
