Budget approval goes to Project Manager

Summary:

I created multiple rules in a matrix basis which goes to Job Level according to amount.

This setup works well in previous environment where the approval is not going to the PM, however when i configured it again in different environment, i noticed that the first approval goes to the project manager of the project before it goes to correct matrix.

ex. When user submitted a budget with

5, 000 USD budget should go to Line Manager and Director only.

However, the approval goes to 3 levels, Project Manager - Line Manager - Director. Happens in all rules.

Anyone knows why, and how can i prevent?
