HSDL Template Security | Not Able to edit ROLE ACCESS

Hi all,
I'm want to build a template for Candidate Job Application loading by using HSDL,
do you know the reason why I'm not having the possibility to edit "Template Security" in DEFINE section end the "Role Access" section?
