Can HCM Approval Workflows be configured not to Error if one level does not have an incumbent?

We are having issues with Approvals for Termination of Employment, where a position in the hierarchy does not have an incumbent, the Approval workflow breaks and the Workflow errors out. We sometimes have 4 levels of management, what we want to achieve is that if there is a vacant position in say level 3, the workflow continues to level 4 where there is an incumbent, so that the approval completes. However, it presently errors if there is a vacancy at any level. Does anyone have a solution to this?

The issue is with conditions.

Where we need to have conditions like

 Requestor = Manager OR
