We want to migrate FCCS prod application to a new Test environment but with masked/no data

Summary:

We want to test the DSO upgrade in Test environment. Due to confidentially issue, can't host prod data to Test. How can i create a production application in Test without having data. Also i tried exporting all the artifacts from prod (Excluding Console Data) and importing this in fresh instance. However the db refresh failed with below error

"Database Outline Is Empty

Log messages :
Metadata Change Tracking: Enabled
No change in Entity hierarchy; Ownership re-computation will not be required."
