Load multiple learning outcomes to one course

I have been trying to load 2 qualifications as learning outcomes for a course. I successfully loaded the first qualification, however I always receive the same error for the 2nd qualification. Here's the error message: The selected '' is active in another profile.
So I try to replace the 2nd qualification with a content item that I'm sure that it's not being used in a profile - and then I receive the same error again. What could be the reason for this? Also, are we allowed to load multiple learning outcomes in 1 course?
