Load the same learning outcome to different courses

We tried to load the same learning outcome to 2 different courses. However, we received this error:

We seem to be receiving this same error whenever we try to load the same learning outcome to different courses or load 2 different learning outcomes to one course. What could be the reason for this? I'm sure the qualification that I chose is not active in a profile. It seems to be working manually in the UI, but when it comes to loading via HDL - we receive this kind of error. Is there a way we can successfully load this?
