Need to make Request Change functionality unavailable in Redwood Time Card UI

For Classic Time Cards we have a personalization in the Structure that makes the "Request Change" tile not visible for users in the Time and Absences work area. This is necessary because we have an integration with another application which makes it necessary that our users cannot make changes to approved Time Cards. On a test environment we have enabled Redwood for Time Cards. We tried to make the Request Change action not visible using Visual Builder Studio. We were not able to do that.
