How to restrict access to change Work Order status?

Summary:

We have a requirement that some users shouldnt have access to move the status of a Work Order from On Hold back to Released. It would be done by the supervisors only.

Is there a way to achieve this through any custom role or otherwise? Are there any specific privileges that provide access to change WO status in Manage Work Orders UI?
