Pop up message when Review Dispatch list

Is it possible via Sandbox/setup to pop up a Custom message or dialog box when the User clicks on the expand button (highlighted in screenshot below) in the Review Dispatch list.

We need the user to double check the Quantity present in the field 'Complete' (100 in screenshot) before selecting 'Complete with Details'
