In OCI Gen2, do I have to perform IP Whitelisting per Pod using EPM Automate or can it be done at Tenancy/ Identity Domain level?

Also, any pros/cons analysis in terms of whether to do it with EPM Automate IP Allow List command vs doing it at OCI Domain/Tenancy level would be useful.
