How to restrict BSV values on the Distributions page of the Transaction Creation form?

Summary:

On the Review Distributions page of the Transaction Creation form, the users should be able to select only certain values from the BSV segment based on the Business Unit of the transaction.
Client already have Segment Value Security (SVS) rules setup done, but as users are provided with more than one SVS associated roles, the restriction is not as expected i.e., the users get the option to select the values of all the assigned SVS rules.
How can we make it so that only certain values are available to be selected?
