Is there a way to load supply chain colloboration interface tables (external forecast orders)

Summary:

We have a requirement wherein a external planning tool is used to generate the supplier forecast. Since there is no colloboration platform in the external planning tool can Oracle Planning and colloboration be leveraged only for uploading the Forecast and Publishing to supplier and get the commits back ?

supplier portal is planned to get used - colloborating forecast and collecting commits is feasible ?
