restrict timecard entry hours

hi,

How to restrict employees to enter exceed 8 hours for straight time in timecard? e.g. the time consumer is Project Costing, when employees choose the expenditure type-straight time and enter over 8 hours, then the employee can't submit the timecard, when employees choose the expenditure type-overtime, then can submit normally.
