Restricting project number in LOV while booking cost via subledger module

We are looking for a solution whether certain type of project can be restricted in project number LOV while creating cost in various sub-ledger module. i.e we want the user to get restricted view for a specific project type.

Business has 2 types of project
1. Execution Project.
2. Funding Project.

The above 2 project type have their own unique identification in terms of project number

1. Execution project's project number starts with "E" for eg E17151

2. Funding project 's project number starts with "A" for eg A12152

Business wants only execution projects should be made available for costs coming from various subledger module in ERP
