Internal Deliverables: how can I see the file attached if I am the requester?

Summary:

I create one Internal Deliverable in order to alert the Requester that I attached one document.

The requester was notified, but how can he retrieve the file attached? Is it mandatory to have the access and the roles to open a contract in Enterprise Contract?

I would share this file with one requester that has not access in Enterprise Contract.
