OTBI report for Average allocation by Rating is giving 'No Result; however working for manager

Summary:

We have created custom OTBI report to display the Rating v/s Average Allocation %. The OTBI dashboard is created and the report is added to the dashboard section. The dashboard link is embedded inside the compensation plan information section.

When we login with any manager and access the link the link is giving us the data. However the i run the report from developer login (My login with which i have developed the report) its giving me 'No Result', Specified criteria dint result any data . Based on the data in the table graph with random axis is getting displayed to manager. But we need the Rating v/s Avg graph, since with developer login its giving me the error i am unable to edit the graph.
