Can be customize or put a value set on the Rejected Pop Value on the Notification bell

Summary: We have the requirement where the Invoice is rejected there will be a LOV of Rejected that also can be seen on the Invoice Additional Information. Is it possible to customize the Pop Message when the Notification is rejected? Below is the screenshot for the pop up.

The invoice is submitted for approval and the user 1 is rejecting the invoice and must have a value set/LOV when the invoice is rejected? Is this area is customizable and able to put some value set? This can be seen on the notification area.
