How to define accrual based on the number of hours worked in past month

Hello Experts,
We have a sick leave plan which accrues balance every month incrementally. We have a condition that an Employee should accrue the balance for current month based on the number of hours worked in the previous month. The number of hours worked should be referred from the Oracle Time and Labor area. If the person hasn't worked for 120 hours in the previous month, then they will not get any accrual in the current month.
Has anyone worked on this kind of requirement? If so, can anyone please help me how to achieve this requirement?
