Switching between Express mode and Advance mode not working

Summary:

After we got 24B, when we open page in VBS it is opening in Advance mode, even if we change to Express mode the page is still staying Advance Mode. Did anyone has observed this issue?

We need to close VBS and has to open every time it does that.
