Per Oracle :Responsive Self Service Procurement app will be replacing Purchase Requisitions workarea in 25A

Until 2025 (25A) all Oracle users will have access to both the apps:
Purchase Requisitions
Purchase Requisitions (New)

We want to understand why our users should be given access to both the apps until 25A ?
What are the main reasons why Oracle is letting us access the old app?
One reason we know is that some features that are already available in the old UI won't be available in the new app until 25A.
Are there any other reasons ? like from transaction processing perspective ? or features not working well ?
