Creating and accessing projects within project financial management

We have the below security requirement from our client.

 

Our Client allows project managers to create projects and assign themselves as project managers or allow someone to create projects on behalf of project managers and assign the corresponding project managers. Also, they expect the Project managers to access only the projects where they were added as team members . For example if John is a project manager for 10 out of 100 projects in US business unit, he should be able to access only 10 of them in US business unit.

The expectation from client is that, they should be able to achieve the above requirement (create and access) projects using the project financial management work area instead of using project management work area. What is the best way to handle this requirement
