A manager is trying to assign training to their direct report but is unable. The problem is the direct report is already assigned to this course, but with a future assignment date so the manager is unable to assign it. The next issue is the manager thinks they've assigned it because the system does not give any error or indicication to the manager the assignment did not happen.
