Ship to location LOV is not showing all locations

Summary:

We have created a location where Ship to site = N and when we see the LOV for ship to location, we don't see most of the ship to location in the list except one. I then created another location as ship to site = Y, then I can see this new site in the drop down list to be able to select, do we know why the other old ship to site are not coming in this list then?
