Avoid approval flow when manager request non-catalog

Hello,

Our customer has the following requests:

• to create an approval flow when learners submit a request non-catalog
• to not have any approval flow when managers submit the request non catalog for the team

For the first point I'm ok, but I would like to understand how to build the second point. Do you have any suggestion?
